In 2011, the City of Pocatello and the Idaho Transportation Department solicited proposals for the project development services on the project. Three consulting engineering firms provided proposals, from which CH2M Hill was selected to complete the work.
In 2012, the City executed an agreement with CH2M Hill for Phase 1 of the project, which was the Concept Development Phase. The Concept Report was approved on December 19, 2013 and included recommendations for rehabilitation of the existing structure. The improvements recommended in the Concept Report are intended to keep the underpass in service for a period of approximately 40 years. These proposed improvements include repairing and preserving the abutments, replacing the fascia and portals to the sidewalks, and replacing the retaining walls and sidewalks leading to the pedestrian tunnels. The existing roadway and pedestrian lighting will be upgraded. The existing pump system will be modified or replaced to more adequately handle storm events. A pedestrian bridge across Center Street will also be constructed.
The second phase of the project was Preliminary Design Phase. The preliminary design included environmental and design approval, which have been completed.
We are currently in the third phase, Final Design to include; final plans, specifications, and estimates (PS&E), UPRR review and agreement, environmental re-evaluation, and bid services. The Local Professional Services Agreement will continue with CH2M Hill. The amount of the agreement between the City and CH2M Hill is $590,900.00. In accordance with the State/Local Agreement, the local match for this portion of the project is 7.34% or approximately $43,375. At this time, we cannot confirm a construction start date as there are other potential developments that may take precedence.
